try this
1. uninstall steam (be sure to copy first your games but if the internet is not a problem then go ahead and uninstall it)
2. before installing steam again, follow this step:
a. open control panel by typing it on start
b. go to internet options -> connections -> LAN settings
c. Make sure that in Automatic Configuration the Automatically detect settings box stays UNCHECKED.
3.Install steam

steam fatal error «steam needs to be online to update, but was set to offline movies.»

I tried re-installing it but it simply keeps giving me this error in a little window. When I close it, an identical error pops up some 3 seconds later without any new provocation.

I have installed libnss-resolve:i386 by running the following command.

apt-get install libnss-resolve:i386

And now it works for me.

How did you figure this out?
Feb 4, 2022 at 5:29

Make sure steam isn’t running at all in ~/.steam/ .

  1. Delete ~/.steam/steam.pid
  2. Edit ~/.steam/registry.vdf line 29 from «Offline» «1» to «Offline» «0»

In my case, «Offline» was already set to «0» but Steam kept starting in Offline mode. Luckily, step 1 was enough to fix the issue.

what is ~/.steam/steam.pid , is it some kind of directory where can i Find it
Dec 19, 2015 at 18:57

I am having this problem and your solution didn’t work because the file ~/.steam/registry.vdf didn’t exist

Feb 20, 2021 at 17:04

This solved it for me

sudo apt-get install xfonts-75dpi xfonts-100dpi

Try it! if first time dont work, restart!

a combination of this and deleting ~/.steam/steam.pid did the trick for me. Also, ~/.steam/registry.vdf didn’t exist

I am having the same problem and this solution did not work for me nor did the above one.
Feb 20, 2021 at 17:07

I am running Ubuntu 17.04 and the other answers didn’t solve it. I had force an entry on /etc/hosts for media.steampowered.com .

So, first get the IP with

ping media.steampowered.com # returns 200.143.247.11 for me

then add that to /etc/hosts , like this:

200.143.247.11 media.steampowered.com

And it should work as expected.

After following all solutions on this page, steam would still fail on first start after install.

Steam’s cdn has stale files. In order to fix this, you must bypass all cdn’s and directly download from the origin servers.

In order to do that, I’ve added the following to /etc/hosts :

208.64.200.30 media.steampowered.com 208.64.200.30 media1.steampowered.com 208.64.200.30 media2.steampowered.com 208.64.200.30 media3.steampowered.com 208.64.200.30 media4.steampowered.com

The 208.64.200.30 ip correponds to cdn-01-origin.steampowered.com .

Steam is a platform for gamers to play, purchase, and communicate with other gamers. The games downloaded and installed through the Steam platform then need to be updated from time to time. However, in certain cases, users have reported experiencing the following fatal error message:

Steam needs to be online to update. Please confirm your network connection and try again.

This error is fine if you are not connected to the internet at all. But what to do when you have an active internet connection that is working fine, but you still get this error?

Today we are going to discuss how to resolve this issue so that you can refocus on what’s really important – gaming.

Why Steam Needs to be Online to Update?

      Install Windows updates from Comman.

      Please enable JavaScript

The error message states that you are not online to update Steam or any of the installed games. Sometimes, this error still appears even when you are online. This is the scenario we will be addressing today.

      • Your computer is not connected to the internet.
      • A proxy, firewall, or antivirus software blocks Steam from connecting to its respective server(s).
      • Your user account does not have the elevated privileges required to perform the update.
      • DNS Server is incorrectly configured.

After considering the user feedback online, it was concluded that even reinstalling the game or the Steam client didn’t resolve the issue. With that, we are going to address the plausible issues listed above and get Steam up and running again.

Fix “Steam needs to be online to update” in Windows 11/10

      Disable Proxy Settings

Proxy servers are devices that are put between you, an end-user,‌ ‌and‌ ‌the‌ ‌internet. Contrary to a user directly connected to his router at home, a proxy server is an additional router that sits between you and the actual router. Your computer then needs to be configured to communicate with the proxy server.

In case of an improper proxy setting, Steam can be blocked from communicating with its respective server(s). When it is unable to communicate, it can no longer update itself or any of the games in its library.

      Navigate to the following:

Settings app >> Network and internet >> Proxy

Toggle the slider in front of “Automatically detect settings” into the Off position.

      Disable automatic detection of settings

Click “Edit” in front of “Use a proxy server.”

Toggle the slider to the Off position under “Use a proxy server” and then click Save.

      Toggle off proxy

The proxy settings will now be disabled. Try rerunning the update and see if the problem is still there. If so, then continue to perform the solutions discussed below.

Alternatively, you can also try other methods to disable proxy if you do not prefer to use the Settings app.

      Disable Windows Firewall

Windows firewall can be blocking ports by default. The ports are used to listen to incoming traffic, and if they are blocked, Steam will be unable to perform any updates.

Follow these steps to disable the firewall entirely:

Note: We do not recommend that you keep the firewall disabled indefinitely, since it is a security risk. Thus, we suggest that you disable it only while performing the Steam update.

Click “Turn Windows Defender Firewall on or off” from the left.

      Manage Windows firewall

Select “Turn off Windows Defender Firewall” under every network profile visible, then click OK.

      Turn off firewall

Once the firewall is turned off, recheck Steam to see if you still get the same fatal error. If so, keep these firewall settings and proceed with the given solutions below until the problem is resolved.

      Disable Antivirus

The built-in Windows Security software in Windows 11 and 10, or any other third-party antivirus, can also hinder Steam’s communication with its server(s). Try disabling them and check if it resolves the issue.

Learn how to disable Windows Defender temporarily. If you are using a third-party antivirus, you must disable it also.

Once disabled, check if you are now able to update the game(s) inside the Steam library or the Steam client itself.

      Run Steam in Compatibility Mode

Right-click on Steam’s icon and then click “Properties” from the context menu.

      Open Properties

Now re-run the Steam app and check to see if the issue persists. If it does, try giving it complete administrative access.

Grant Steam Full Control & Administrative Rights

Navigate to the Steam installation folder using File Explorer.

The default installation path for Steam is:

      C:\Program Files (x86)\Steam

Repeat steps 2 & 3 for “GameOverlayUI.exe” and allow it to run with administrative privileges as well.

Run GameOverlayUI exe as an admin

Click “Disable inheritance” from the Advanced Security Settings window.

From the “Permission entries,” double-click the row you want to edit (not with “Full Control”).

      Double click permission entry

Now restart your Steam client and you should not be having the same error message again. If you still do, there are still a few tricks up our sleeves that can mitigate the issue.

Change Steam Protocol from UDP to TCP

Steam uses User Datagram Protocol (UDP), which is a connectionless protocol, by default. We can change this to Transmission Control Protocol (TCP) instead, which often works in resolving the “Steam needs to be online to update” error.

Right-click on the Steam shortcut on your desktop and click “Properties” from the context menu.

      Open Properties

Switch to the “Shortcut” tab and type in “-tcp” at the end of the “Target” field.

The Target text field should look something like this:

      "C:\Program Files (x86)\Steam\Steam.exe" -tcp

      Change protocol to TCP

With TCP protocol, administrative privileges for the Steam client, and compatibility mode, you should no longer experience the annoying error.

However, if the issue still persists, here’s what we can do.

      Refresh Steam Files

It may be possible that some of the Steam files have been corrupted and are thus no longer able to update themselves or any games within the library. You can recreate Steam files by deleting the old ones, and the client will fetch new ones automatically.

Navigate to the Steam installation folder using File Explorer.

      • Steamapps (folder)
      • Steam.exe (application)

Hit the “Delete” button and remove everything except those 2 items.

Only the aforementioned 2 items should remain.

      Undeleted items

Check now to see if you still get the “Steam needs to be online to update” error.

If so, continue to perform the following possible solutions:

      Switch DNS

      Navigate to the following:

Settings app >> Network and internet >> Advanced network settings

Click “Edit” in front of “DNS server assignment.”

      Edit DNS

You will now see an “Edit DNS settings” popup.

      Perform the following configurations:

      Once done, click Save.

After performing the steps, try updating your Steam game and check if the issue is still there. If you still see the error message, there is one more thing you can do to fix the problem.

      Change Steam’s Windows Registry

You can manually edit the system registry to configure Steam to not detect that it is offline, ever. This can be done using the following steps:

Open the Registry Editor by typing in “regedit” in the Run Command box.

Paste the following into the navigation bar at the top for quick navigation:

      Computer\HKEY_CURRENT_USER\Software\Valve\Steam

      Quick navigation in Windows Registry

      Name this DWORD “Offline.”

Note: The steps above will still allow you to run the Steam client offline to play games whilst offline.

Now check to see if you can update the Steam library games and the client itself.

      Closing Words

It can be frustrating when a game cannot update itself. Most modern-day updates include new maps, security patches, skins, characters, and so much more. It would be a shame if you are unable to get them before your friends do.

You can fix the issue yourself, without having to reinstall the Steam client. If you have a proxy enabled, disable it. Also, disable any firewalls or antivirus software to mitigate the issue. If that does not work, try running the client with administrative privileges.

If the problem still does not go away, try using Google’s DNS, or perform a registry trick to keep Steam online.

How to Fix Steam Needs to be Online to Update

Steam displays the issue where it prompts the user to Go Online in order to update itself. This is a problem with Steam if you are connected to a valid internet connection and other internet applications are working. However, if your very internet is broken, you should get a valid internet connection and then try again.

      1. Disabling Proxy Settings

Proxy settings intercept the network traffic going/coming from your computer and redirects them through the proxy tunnel accordingly. This setting is mainly done in organizations where open internet access is not available. We will guide you on how to disable this setting.

      1.1 Chrome

      1. Open Chrome browser and click on the Chrome menu (top right) upon opening.
      2. After the drop-down comes, click on Settings.

      1. Once the Settings page is opened, type “proxy” in the search dialogue bar present on the top.
      2. From search results, select the result which says “open proxy settings”.
      3. When the settings are opened, click on “LAN Settings” in the Connections tab, present in the bottom.

      1. Uncheck the line which says “Use a proxy server for your LAN”. Save changes and exit. Restart Steam.

      1.2 Through Network Settings

      1. Press Windows + R button to bring up the Run application.
      2. In the dialogue box, type “inetcpl.cpl”.

      1. The internet properties will open. Navigate to the Connections tab and click on LAN settings.
      2. Once in the LAN settings, uncheck the line which says “Use a proxy server for your LAN. Save changes and exit to re-launch Steam.

Close Steam properly (using the task manager) and re-launch it using “Run as administrator”.

      2. Disabling Anti-Virus and Firewall

It is a well-known fact that Steam conflicts with the Windows Firewall. As we all know, Steam tends to download updates and games over the background while you are using Windows for something else. It tends to do so you don’t have to wait for the download to finish when you want to play your game or use the Steam client. Steam also has access to a number of system configuration and it alters it so you can get the best experience available for your gaming. Windows Firewall sometimes marks some of these processes as malicious and tends to block Steam. There may even be a conflict going where the Firewall is blocking Steam’s actions in the background. This way you won’t know it’s even happening so it’ll be hard to pinpoint it out. We can try disabling your Firewall temporarily and checking if the error dialogue goes away or not.

You can check our guide on how to disable the firewall.

Like in the case of Firewall, sometimes your antivirus can also quarantine some of Steam’s actions as potential threats. The obvious solution would be to uninstall your antivirus but it isn’t wise to do so. If you uninstall your antivirus, you will be exposing your computer to a number of different threats. The best way is to add steam to the list of applications which are exempted from scanning. The antivirus will treat Steam as if it wasn’t even there.

      3. Granting Administrator access to Steam

There can be another case where you may be experiencing the error because Steam doesn’t have enough administrator access to make amendments.

Steam requires full access in order to provide you with the optimal gaming experience. This means changing system configuration files and having a lot of resources and memory at its disposal. By default, Steam doesn’t have full administrator access.

We can grant Steam full administrative privileges and check if the problem gets solved. First, we should make the changes to the Steam.exe file and later grant the whole Steam directory access as there are various configuration files present in the main directory.

      4. Adding the parameter of –tcp

Steam originally uses the UDP (User Datagram Protocol) for transmission of data. We can try changing it to TCP (Transmission Control Protocol). As we all know TCP is more reliable whereas UDP is mostly faster. If we encounter an error, we can try changing protocols to see if the problem at hand gets fixed.

You always have the option to resort back to the default setting by removing the launch option/command line.

      1. Navigate to your Steam directory. The default Steam directory is “C:\Program Files (x86)\Steam”. If you installed Steam to another one, you can browse there.
      2. Once in the main Steam folder, locate the file “exe”. Right click on it and select Create Shortcut.
      3. Right click on the shortcut and select Properties from the drop-down menu.

      1. In the target dialogue box, write “-tcp” in the end. So the entire line looks like:

      “C:\Program Files (x86)\Steam\Steam.exe” –tcp

Remember to give a space after the default line in the target dialogue box.

      1. Apply the changes and close the window. Launch Steam using the shortcut and hopefully, it will run as expected.

      5. Using Ipconfig

IPconfig (internet protocol configuration) is a console application which displays all the current IP/TCP configurations on your screen. You can also modify DHCP (Dynamic Host Configuration Protocol) and DNS (Domain Name System) settings using it.

Another feature that ipconfig does is forcefully refresh the DHCP IP address of the host computer to request a different IP address. This is done in three stages. Follow the steps listed below.

      1. Press Windows + R button to launch the Run application. In the dialogue box type “cmd”. This will bring up the command prompt.
      2. Once the command prompt is up and running, type “ipconfig /release”. This forces your computer to give up its lease and it sends a notification to the server. This notification is a DHCP release notification which updates the server’s status information so it can mark the client’s IP address as available.

      1. Once this is done, type “ipconfig /renew”. This command requests a new IP address from the server. If the computer is connected to a DSL modem or a cable, it may have to be connected directly to the modem network to bypass the router before using “ipconfig /release” and turning off the power for a couple of minutes. This ensures that the old IP gets taken by another computer.

      1. After this, type “ipconfig /flushdns”. This is used to clear the DNS cache and is to ensure that any future requests have to be resolved from scratch because they have to use the fresh DNS information.

      1. Restart your computer and press Windows + R to launch the Run application. Type “services.msc” in the dialogue box and press Enter. This should launch all the services currently running on your computer.
      2. Locate the service “DNS Client” and double-click to open its properties.
      3. Stop the service by pressing the button and then start it again.
      4. Run Steam using administrator and check if the problem got solved.

      6. Refreshing Steam files

Now there is nothing left except to reinstall Steam and see if that does the trick. When we refresh your Steam files, we will preserve your downloaded games so you won’t have to download them again. Furthermore, your user data will also be preserved. What refreshing Steam files actually do is delete all the configuration files of the Steam client and then forces it to install them again. So if there were any bad files/corrupt files, they will get replaced accordingly. Do note that after this method, you would need to log in again using your credentials. Don’t follow this solution if you don’t have that information at hand. The process may take a while so avoid canceling once you start the installing process.

You can read our article on how to refresh your Steam files. Also, update all your Microsoft redistributables using the official Microsoft website (C++ and .NET framework).

After refreshing your Steam files, follow the below steps:

      1. Press Windows + R button to bring up the Run application.
      2. In the dialogue box, type “inetcpl.cpl”.

      1. The internet properties will open. Navigate to the Connections tab and click on LAN settings.
      2. Once in the LAN settings, uncheck the line which says “Automatically detect settings”. And also uncheck the line which says “Use a proxy server for your LAN”. Save changes and exit to re-launch Steam.

Now start using the option “Run as administrator” and check if the problem got solved.

Note: You can read our guide if you are having a connection error where your entire Steam client refuses to connect to the internet.
